The most polished, powerful, and overtly wealthy area of Vi-Upper. More human and elven in character than other districts. Home to the Starspire Observatory. Prill is originally from near here. Official institutions and Crownspire licensing bodies hold significant authority — including over the Vi Sun Herald.
